Luck. you need to work with the mechanics to get better items with them, find and hand in some toolkits, wait for them to restock and you should get them. Once you hand in a basic and advanced tool kit I believe is when the mechanic will restock with that kit to buy. Other than that craft it if you have found the recipe.
