Hold up on the d pad to access the wheel once you add your weapons to your inventory in the pause menu. I'm on PS4, there's definitely a wheel, you can't use hotkeys without a mouse and keyboard so it wouldn't be playable without the wheel. Ok so done some testing and its when you put the falcon scope on the gun and try to change ammo type it bugs the gun out till you restart. Happened 5 times in a row now.
